Downey : Council to Appoint Paul’s Interim Replacement

To avoid the cost of a special election, the Downey City Council on Tuesday decided to appoint a replacement for former Councilman Roy L. Paul, who resigned his seat last month to become a Municipal Court commissioner.
The council is accepting applications from prospective council members until Aug. 23, and expects to make the appointment to the 2nd District seat by the end of September, a spokeswoman said. The seat will be on the ballot in the next scheduled municipal election in June, 1992. Whoever is elected will keep the seat until June, 1994, when Paul’s four-year term was to expire.
Applicants must live within the 2nd District, which covers the southwest section of Downey.
