DRESS BLUES: Newport Beach police have reason for showing a little extra starch in their creases. . . . The National Assn. of Uniform Manufacturers and Distributors has picked them as the best-dressed police department in the country with up to 200 officers. In its first bid for the title, officers sent in a photograph that captured their town. Says Sgt. Andy Gonis: “When you have a city that is as unique as Newport Beach, with the ocean and the bluffs in the backdrop, we feel that had a lot to do with it.” Something else: Tan uniforms were replaced last year by blue.
