MOBILE BARGAIN: The city of Huntington Beach has inadvertently wound up in the mobile home business. It is obligated to buy up 39 units near the beach, most of them double-wides, displaced by downtown redevelopment. But the city doesn’t plan on being the landlord for long. . . . “We’re going to sell some to private corporations on condition that they go for low-income housing,” city economic development specialist Carol Runzell said. “But others we’re going to auction off to the public. Should be some bargains too.”
