Justice Department Cites Young & Rubicam: The department has filed a civil complaint against the New York advertising agency for not reporting transactions involving the Jamaica Tourist Board. The advertising agency, in a statement, said it had agreed with the Justice Department to amend its filings under the Foreign Agents Registration Act, adding that the “agreement specifically provides that Y&R; does not admit any past violation.”
