USE YOUR MOUTH: Into the lexicon of police talk comes a new term, “verbal judo.” It’s the talk of the force in Laguna Beach, where Chief Neil J. Purcell Jr. recently fired an officer who was caught on videotape kicking a suspect during an arrest. Now Purcell’s department is holding a conference for police from 30 agencies. The emphasis is on verbal techniques in confronting the public. . . . “Officers can use their presence and ability to size up people and talk with people in a manner that generates voluntary compliance,” Purcell said.
