Glendale : New Noise Rules Planned

After months of delays, the City Council on Tuesday introduced a noise ordinance that broadens the types of sound considered nuisances and varies allowable levels of noise based on the type of neighborhood.
Noises such as shouting or banging on a car under repair, for instance, could be unacceptable in a quiet canyon area but allowed in a manufacturing zone.
Action on the ordinance had been stalled because council members, particularly Dick Jutras, who owns property in a manufacturing zone next to a residential area, were concerned about how the new rules would affect existing businesses.
But city officials said the complex new standards are slightly more lenient than old rules, which were largely unenforceable. The ordinance is up for a vote Tuesday, and if approved will go into effect in 30 days.
