Premier Bank in Northridge said its board of directors elected Richard W. Hartzler as the bank’s new chairman, effective Jan. 1. Hartzler is a retired Rockwell International Corp. engineering executive who has served as a Premier Bank director since the bank was founded in 1981. He replaces C. K. Tseng, who is retiring.
