How smart yet helpless I feel. The last time that the Department of Water and Power asked me to conserve water, I did. My reward for being a good citizen was to have my water rates raised.

This time around I also did the “right” thing and sacrificed for the good of the city. My reward again is to have my rates raised. I wish that the DWP would at least have the courage and good manners to be upfront about the water shortage and its ramifications. It would be as refreshing as a bath.
