Gender Balance in Congress

I was amazed to read McElvaine’s column and see “my” idea making its debut!
Several months ago I wrote what I thought was an original--the Senate Reconstitution Amendment--to achieve male-female balance in the Senate. I forwarded on Nov. 4, 1991, the idea to Molly Yard of the National Organization for Women, and to Ellie Smeal and Dr. Helen Caldicott. I figured it’s their issue and why should a man front this campaign!
But all great ideas have their time, and, I suppose, their synchronistic and ubiquitous appearance, and it appears this one’s time has come.
