Simon Says: Singer Paul Simon, arriving in South Africa Tuesday, said he is determined to proceed with a nationwide tour despite threats of violence by militant anti-apartheid groups. Simon, who opens Saturday in Johannesburg, will be the first major American artist to perform there since most leading black groups called for the lifting of cultural sanctions last year.
