Moving on Up: The controversial German film “Europa Europa,” which has played here seven months and just won a Golden Globe as best foreign language film, is moving to the larger Royal Theater tonight to give it a higher profile during Oscar season. “Europa” actually is not eligible for a foreign language Oscar because German film officials did not select it, or any 1991 film, to represent that nation in the Oscar competition. However, its distributor, Orion Classics, will seek nominations in other categories. “Europa” is based on the true story of a young Jew who survives the Nazi era by disguising himself as a Hitler youth.
