Rioting in Los Angeles

Why were the verdicts allowed to be read before the police, firemen and the National Guard were in place? This was a very predictable situation. Does the motto “be prepared” mean anything to the city officials? They could have saved us billions of dollars. The Boy Scouts could have done a better job running this show!
