Changes Requested in AQMD Smog-Credit Trading Plan: Calling the South Coast Air Quality Management District’s proposed smog-credit trading plan “simplistic,” Atlantic Richfield Corp. suggested changes at an AQMD workshop that would make the program easier for businesses to comply with. George H. Babikian, president of Arco’s refining and marketing division, sought changes in deadlines and emissions requirements that would take into account cost factors as well as differences in smog-control technology used by factories, plants and refineries.
