YACHT PEOPLE: Harold W. Ezell, who held Valadez’s job in the Reagan Administration, now heads a Newport Beach immigration consulting firm. He helps foreign millionaires get work permits. In typical Ezell elan, the outspoken former commissioner says: “I work with yacht people, not boat people.” Ezell has taken advantage of the investor program in the 1990 Immigration Act that allows immigration for business executives with a minimum $1-million investment.
