HEAD START: With the abuse of children on an alarming rise, the county’s Child Abuse Agency has come up with a new way to help: get to them really early. . . . Its new program, Healthy Families, will identify homes where a baby is expected and there is high risk of an abusive parent. Agency officials will then try to persuade the parents to work with them for the child’s protection. . . . Says agency director Barbara Oliver: “If we can reach them before they’re born, we’ve got a good chance of making an impact.”
