Many times bus fare is the difference of an unemployed worker getting a job or not. So why not subsidize bus fare for the unemployed. The RTD is not busy between rush hours and unemployed worker could use the buses for free to look for work.
A pass from the employment office to the unemployed worker is all that would be needed.
