ART DEFINED: Art supporters in Costa Mesa, dismayed that a hold on city support killed the city’s September arts festival (B3), are mainly upset with Councilwoman Sandra L. Genis. She opposes municipal arts funding, and calls art education programs “propaganda.” She cites a children’s play she saw promoting environmental preservation. . . . South Coast Repertory theater producer David Emmes responds that Genis should study “the function of art. Art is not separate from its content.”
