Trolley Security

There is a simple solution to the problem of trolley passengers being frightened away by crime on or near the line. Simply run the East County service nonstop through the high-crime area, while providing a separate local service from Lemon Grove to downtown. This could be done without higher costs by running longer trains less frequently. Its payoff in increased patronage could be dramatic.
