UNSAFE COURTS? Amid the rising tide of violence against legal professionals (E1), new Orange County courts are being outfitted with security systems and metal detectors. . . . Orange County Presiding Superior Court Judge Donald E. Smallwood would like to retrofit the main courthouse in Santa Ana and outlying branch courts.
