South African Leon Labuschagne, gold medalist in the discus, became the second person to test positive for drugs in the Paralympic Games in Barcelona.
But Dr. Michael Riding, a spokesman for the medical staff, added that the banned substances had been taken over a long period by the athlete to treat hypertension. Riding said he did not believe that the South African had been taking the drugs to improve his performance and should be allowed to keep his gold medal.
It was not known if the recommendation would be accepted.
