LANCASTER : 3 Named to Mobile Home Rent Board

The Lancaster City Council has appointed three new members to the city’s five-member Mobilehome Park Rent Arbitration Board, the panel that recommends the maximum annual rent increase owners can charge tenants under the city’s rent-control law.
The council picked Harley Bilderback, a longtime Rockwell International employee, to fill the panel’s park resident slot, and named accountant Thomas Knox and First Interstate Bank executive Vincent Polis to fill two vacant at-large positions.
The seats opened after the board’s chairwoman, Barbara Halley, and members Allen Andrews and Julius Girard did not seek reappointment to new two-year terms. The city’s rent-control law for mobile home parks has been the subject of repeated disputes between park owners and tenants.
