Regard for Citizens

I recently returned from San Jose, Costa Rica, where I was touring. In the daily newspaper was an ad which states: “Notice from the Ministry of Public Security to all foreign visitors, residents and Costa Rican citizens: If you feel you have not been treated with respect and dignity by the civil authorities of this ministry, please notify us by contacting the minister’s adviser.” The name of the adviser and his telephone and fax numbers are listed.
Is it beyond our ken and/or imagination to emulate such regard for our citizenry and guests? Just a thought I wanted to share.
