Special Districts--Corrections Along With the Challenges in Consolidation

The article on special districts was accurate regarding the expensive, unnecessary taxpayer-paid “benefits” enjoyed by “public servants” on water and sewer boards. As a former district manager, I have had an insider’s view of the goings-on and can assure you that (the story) just scratched the surface.
If The Times stays on this subject, it will expose plenty of reasons that these southern Orange County districts should be merged--or else absorbed by cities, where at least the politicians are visible.
One agency in particular, Tri-Cities Municipal Water District, could be simply dissolved (as in put out of business) at a great savings to the public and with no ill effects upon water service in San Clemente and Dana Point.
