Regulator Moves to Lift Insurance Broker’s License: Insurance Commissioner John Garamendi began proceedings to revoke the licenses of Sacramento-based Werlhof Aviation Insurance Agency Inc. and its president, Alan Gallaway, accusing them of allowing “thousands” of California consumers to buy “worthless insurance from unscrupulous unlicensed insurers.” Only brokers with special state licenses such as Gallaway’s may sell policies issued by companies that are unlicensed in California.
