PASADENA : D.A. Declines to File Case Against Councilman

Investigators for the district attorney’s office have declined to prosecute Pasadena City Councilman Isaac Richard on allegations that he sexually attacked a woman in his home last month after consuming cocaine.
“We have been unable to locate the complaining witness,” Deputy Dist. Atty. Carol Rash said Wednesday.
The woman told police that on March 21 Richard fondled her breasts and kissed her against her will after she had gone to his home to use his computer. But the woman subsequently said she did not wish to press charges. Pasadena police turned her statement over to the district attorney.
Richard has been in treatment at an undisclosed desert location for a “chemical imbalance” for two weeks.
