* Joseph F. Silvey has been appointed senior vice president of Environmental Science & Engineering Inc., an environmental consulting and engineering company. Silvey will be in the Fountain Valley office and will have responsibility for consulting operations there and in several other locations. He was formerly president of E&L; Engineering Inc. in Long Beach.
