A summary of the last week’s significant Los Angeles City Hall decisions affecting the Westside:

School district breakup--Last Thursday’s City Hall Journal incorrectly reported the breakdown of the council vote on supporting a state Senate bill that would establish a plan to reorganize the Los Angeles Unified School District into smaller districts. The proposal failed because it did not achieve the 10 votes needed for passage. The vote for it was 8 to 6.
* TRASH DUMPING: Approved a proposal by Councilman Nate Holden to close the alleys east and west of La Brea Avenue between 21st Street and the Santa Monica Freeway to prevent trash dumping. The property owners will pay to install the gates.
* SUMMER CARNIVAL: Approved a proposal to temporarily close the alley between the Westside Jewish Community Center, 5870 W. Olympic Blvd., and Midway Hospital, 5925 W. San Vicente Blvd., from 8 a.m. to 9 p.m. Aug. 1 for the center’s Summer Carnival.
* GOLF: Approved a proposal to allow street banners to be installed at various locations in the city announcing the Senior PGA Golf Tournament at Rancho Park Golf Course on Oct. 18-24. Permit fees of $4,520 were waived. Part of the tournament’s proceeds will go to the Children’s Charity Fund of Centinela Hospital.
* AIR QUALITY: Approved a proposal by Councilwoman Ruth Galanter to accept $150,000 in state funds to help fund a pilot study of a smog reduction program that would use remote sensors. The goal of the program is to detect vehicles with severe pollution problems.
* BLOCK PARTY: Approved a request to temporarily close Marvin Avenue between Bangor Street and Ballona Creek from noon to 4 p.m. July 17 for the Marvin/Curson/Carmona Avenue Neighborhood Watch Block party.
HOW THEY VOTED
How Westside representatives voted on selected issues:
* DRIVE-BY SHOOTINGS: Approved a proposal supporting a state Senate bill to increase the penalty for drive-by shootings to a “special circumstances” first-degree murder charge, which would allow the death penalty to be imposed. PASSED: 11-3.
VOTING YES: Marvin Braude, John Ferraro, Galanter, Holden and Zev Yaroslavsky.
VOTING NO: Mark Ridley-Thomas and Jackie Goldberg.
* SCHOOL BREAKUP: Rejected a proposal to support a state Senate bill that would establish a plan to reorganize the Los Angeles Unified School District into smaller districts. The measure needed 10 votes for passage. FAILED: 9-5.
VOTING YES: Braude, Ferraro, Holden and Yaroslavsky.
VOTING NO: Galanter, Goldberg, Ridley-Thomas.
* DOMESTIC VIOLENCE: Approved a proposal to improve how city agencies, including the Police Department, respond to domestic violence incidents. City officials are alarmed at the number of such cases. Last year, the police investigated 43,000 domestic violence cases, compared with 40,000 robberies. PASSED: 14-0.
VOTING YES: Braude, Ferraro, Galanter, Goldberg, Holden, Ridley-Thomas and Yaroslavsky.
