Officials Debate Airline Regulation: A government commission on the airline industry is expected to review the first draft of its final report today. President Clinton pushed for the creation of the bipartisan commission shortly after taking office as the industry recorded its third consecutive year of multi-billion-dollar losses. Group members were reportedly debating methods to monitor airline financial performance. Meanwhile, the new chairman of Trans World Airlines, William Howard, said the government should consider reimposing some controls on air fares to protect carriers against more destructive price wars. Since the government stopped regulating the airline industry in the late 1970s, carriers have destroyed themselves with unrealistically low ticket prices, he said.
