Belgium Chooses PacTel as Mobile Phone Partner: The state-owned telephone company Belgacom said in Brussels that it had chosen Pacific Telesis International to help develop a Belgian mobile-phone network. The two companies will form a joint venture company to develop and market the network by January. Belgacom said it will own at least a 75% stake in the venture, specific details of which will be determined after six months. Pacific Telesis International is a division of the San Francisco-based Pacific Telesis Group.
