Airport Financing Expected to Dominate Budget: The colony’s annual budget statement is likely to be dominated by attempts to resolve the Sino-British dispute over Hong Kong’s $20-billion airport project, tax experts say. China and Britain have been haggling over how to pay for the project, which includes new roads, railways and bridges, tunnels and major reclamation work on Hong Kong’s Victoria Harbor. Beijing is concerned that Hong Kong, which reverts to Chinese sovereignty in 1997, will be left with a large debt burden as a result of the project.
