WORLD IN BRIEF : RWANDA : U.N. Seeks Cease-Fire to Aid Refugee Relief

U.N. officials struggled to broker a cease-fire in Rwanda to clear the way for relief aid to reach about 1.7 million Rwandans in the west fleeing rebel advances. With 900,000 refugees pouring into a safe area guarded by French troops, France urgently appealed for help in caring for the displaced. Shaharyar Khan, U.N. special envoy to Rwanda, said two days of talks between the rebels and the self-declared interim government had been useful. U.N. sources said they expect a cease-fire soon, but the rebels insist on a commitment that those deemed guilty of massacres be brought to justice.
