Prescription Limits

I was just informed that after Sept. 1 all Medi-Cal recipients would be restricted to six prescriptions per month for medicine and pharmacists fees would be reduced.
As a pharmacist providing pharmacy services to board-and-care homes for mostly mentally ill patients, this will be a disaster for the patients and a disaster for the financial state of California.
Medicine is the only thing that is keeping many of the patients out of acute-care hospitals. Restricting patients, who are unable to pay, to six prescriptions will force these people into overcrowded acute-care hospitals for which the state costs will skyrocket. How will the state pay for the increased expense of hospitalization?
