Witnesses Recant Testimony, Free Death Row Inmate

A Death Row inmate awaiting retrial was freed Thursday, two months after the main witnesses against him recanted their testimony and one confessed to the crime.

Joseph Burrows, who was sentenced to death five years ago, was released on a recognizance bond and given a send-off by his fellow inmates.

Burrows, 41, was one of three people convicted of killing William Dulin in 1988. The other two--Gayle Potter and Ralph Frye--received lighter sentences in exchange for their testimony. But Potter and Frye recanted their testimony during a July hearing. Potter said she alone killed Dulin.

Last week, a Circuit Court judge overturned Burrows’ conviction and ordered a new trial.
