Months of strict water rationing ended for more than 700,000 residents of San Juan as heavy rains filled the capital city’s primary water source for the first time in months. Rationing was halted at midday after three days of rain pushed water levels at Lake Carraizo to 40 1/4 yards. Forecasters said more than 4.5 inches of rain had fallen in the past 24 hours, forcing them to issue a flood watch for the eastern third of the Caribbean island.
