Tomas Fabregas; Challenged U.S. Policy on Foreigners With HIV

Tomas Fabregas, 36, who fought to allow foreigners infected with the AIDS virus to travel freely in and out of the United States. In 1992, Fabregas stated that he would travel from the International Conference on AIDS in Amsterdam back to the United States to challenge the U.S. policy at that time of keeping foreign-born people with HIV out. He re-entered the country without incident. A native of Spain who moved to the United States in 1979, Fabregas said he contracted the AIDS virus in this country.
