A summary of selected City Hall actions this week affecting central Los Angeles. : CITY COUNCIL

REWARD OFFERED: Approved a $25,000 reward for information leading to the arrest and conviction of the hit-and-run driver responsible for the death of 27-year-old Marcey Lewis. Lewis was driving along Beverly Boulevard in Hancock Park on March 2 when her vehicle was broadsided by another automobile. The driver of the other vehicle, who has not been identified, fled on foot.

* LIBRARY CONTRIBUTIONS: Approved an agreement between the city and the Library Foundation, a nonprofit group, for the disposition of funds raised from the Voluntary Library Card Solicitation Program. For every contribution $35 and under, 90% will go to the library and 10% to the foundation. For contributions exceeding $35, the libraries and the foundation will each get half. Brochures encouraging donations have been printed and will be handed out to adults when they receive their new computerized library card. A spokesman for the Library Foundation said the group will use its share of the funds to finance more fund-raising events for the libraries.

* HARLEY TOY RIDE: Approved the closure of Towne Avenue between 4th and 6th streets on Dec. 11 from 10 a.m. to 4 p.m. for the annual Kid Row Toy Ride by the Harley Davidson Owners of Glendale. The event provides toys to homeless children on Skid Row.

BOARD OF ZONING APPEALS

* LIQUOR DISPUTE: Granted an appeal by the owner of the Save Penny Market at 449 N. Bixel Street, whose request to be allowed to sell beer and wine had been rejected by a zoning administrator. The ruling was made despite extensive community opposition; at a hearing on the issue, dozens of area residents complained there is already too much public drunkenness in the neighborhood. A decision by the City Council on whether to uphold the appeal is expected soon.

* SKID ROW HOTELS: Approved a Community Redevelopment Agency plan to grant $375,000 to the Church and Temple Housing Partnership for the purpose of stabilizing the finances of the Genesis Hotel at 452 S. Main Street and the Pershing/Roma Hotel at 500-508 S. Main Street. The hotels are operating at a deficit and CRA officials say the grant is needed to avoid the possibility of foreclosure of the properties by banks. In 1988, the CRA provided $2.5 million in funding for the rehabilitation of the two hotels, which offer 97 rooms to people with very low income. Passed 10-0.
