Randy Schwartz has been promoted to vice president of Western region operations for Cost Care Inc., a managed care firm in Newport Beach. Schwartz, who joined Cost Care in 1990, was most recently associate vice president of the Huntington Beach medical review center. In addition, Cheryl Perkins has been appointed vice president of network management. Before joining Cost Care, she held executive positions with PacifiCare and Health Plan of America.
