WESTLAKE : Landlord Fined $19,000 for 10 Code Violations

The owner of a four-story Westlake-area apartment house pleaded no contest to 10 health and safety and fire and building code violations and was fined more than $19,000.
Los Angeles Municipal Judge Barry Taylor also ordered Fereydoun Houriani, 36, to make repairs on the property or return ownership to the mortgage holder by Dec. 21.
Taylor also placed Houriani, of Brentwood, on three years probation.
The judge dismissed similar charges against Houriani’s parents, part owners of the building. The charges, filed Aug. 24, grew out of inspections by the city’s Slum Housing Task Force, according to City Atty. James Hahn.
Inspectors found numerous fire and safety violations on the property, including broken windows and doors, rodent and cockroach infestations, unsanitary bathrooms, and damaged walls, floors and ceilings, he said.
Houriani told the judge that the 51-unit apartment house at 914 S. Alvarado St. is the subject of foreclosure proceedings.
