Coalition to Address Decency Act

With a panel of federal judges expected to rule as early as this week on the constitutionality of the controversial Communications Decency Act, which makes it illegal to display indecent material on the Internet where minors can see it, Net publishers are scrambling to devise countermeasures.

The Internet Content Coalition, which formed just after Congress passed the CDA in February, holds its second meeting today in Sausalito, Calif. Hosted by the Well, an online service, and the Massachusetts Institute of Technology, it is expected to draw such participants as Walt Disney, Time, Microsoft, Prodigy, Wired, Playboy and AT&T.; Topics include how to respond to government efforts to monitor online publishing and how to implement a broad rating system for the Internet.

The decency act will not go into effect until the judges in Philadelphia render their verdict. If they overturn the act, the decision is likely to be appealed to the Supreme Court.
