Airline Ticket Tax Winners and Losers

“New Fee System Proposed” (Briefly, May 31) stated that “the failure to renew the old 10% [airline ticket] tax has cost the government $1.3 billion so far.”
How could it “cost the government”? The government doesn’t earn any money. The government doesn’t have any money of its own.
You should have written: “The failure to renew the old 10% tax has saved the taxpayers who fly $1.3 billion so far.” It is this mentality that keeps the government adding tax upon tax.
