Storm Eases, Heads to Sea

MANTEO, N.C. — The remnants of Tropical Storm Arthur moved out to sea Thursday after brushing the North and South Carolina coasts with moderate winds and rain.
Arthur, downgraded from a tropical storm to a tropical depression Wednesday when maximum winds fell below 39 mph, dropped as much as 5 inches of rain on areas of South Carolina and 2 1/2 inches in North Carolina, but no serious damage was reported.
