Idle Federal Worker Placed on Leave

The Public Health Service has placed James D. Felsen, who has done virtually no work for three years while receiving salary and bonuses, on paid leave. The service plans to convene a board to see if he should be forced to take involuntary retirement. Felsen, 54, was ousted as a program director in March 1993. He protested and a feud developed. The Health Service put Felsen “on the shelf” and apparently gave up trying to resolve the dispute.
