Hearing Set for Drug Treatment Center

The Phoenix House, a controversial drug treatment center that began operating in Lake View Terrace three years ago, faces a hearing Sept. 16 over charges that its teenage residents are causing problems in the neighborhood.
The hearing was called in response to complaints from neighbors and a strongly worded letter from Councilman Richard Alarcon, who represents the area.
In the letter, which asks for revocation of the facility’s operating permit, Alarcon cites police reports of teenagers leaving the facility without permission and complaints that landscaping and fencing does not comply with city requirements. But Alarcon has since softened his stand, saying he no longer wants to close the facility but wants security and landscaping improvements.
