President Clinton said he will nominate Joel Klein to head the Justice Department’s antitrust division. . . . Beverly Hills-based Hilton Hotels Corp. said federal antitrust regulators have allowed its hostile $10.5-billion offer for ITT Corp. to proceed. Hilton said the waiting period that allows federal regulators to examine its offer for antitrust conflicts expired Thursday. . . . Hong Kong retailer Dickson Concepts made a $240-million bid for Barney’s, the upscale New York-based merchant now operating under Bankruptcy Court protection from its creditors.
