Day at the Beach

Jurors have apparently established a value of $13.19 for a day at the beach, even in February (“Oil Spill Verdict May Be Beachhead for Future Cases,” Dec. 15).
Since the beaches belong to all of us Californians and not all of us have the time or inclination to go to the beach, I would hope that the state forthwith institutes a user fee for accessing the beach. Assuming the jurors’ calculations are correct, a fee of $13 per day would bring several billion dollars per year into the state’s coffers. What an untapped resource!
