City officials and property owners in the Jackson-Fillmore district are trying to create an apartment owners association to spruce up one of the city’s most crime-ridden neighborhoods. Members of the group would be required to establish standards for issues including tenant house rules, management of common areas and alleys, tenant screening, landscaping and trash collection.
