Man Charged With Kidnapping Boy, 4

A Placentia man was charged Tuesday with kidnapping a 4-year-old boy for sexual purposes from in front of the boy’s grandmother’s home in Anaheim last month.
Billy Drew Tinsley Jr., 39, will enter a plea next month to charges of kidnapping, kidnapping a child under 14 to commit a lewd act, and indecent exposure.
The boy was taken the morning of June 24. Authorities allege that Tinsley drove up to the child, who was playing in front of the home in the 2500 block of Terrace Street, and picked him up while family members were inside.
The child was found less than two hours later alone and uninjured at Brea Junior High School.
A 13-year-old friend of the child’s family told police he saw a bearded man put the boy into a red pickup that had a distinctive company logo on the side.
Tinsley was arrested more than a week later after authorities investigated complaints about a flasher at a park in Brea. One of the witnesses described the flasher as having a truck matching the one described in the kidnapping.
Tinsley, who police said was convicted of an indecent-exposure charge in Placentia last year, is scheduled to be arraigned Aug. 7 in Municipal Court in Fullerton.
