With no residents objecting, the City Council unanimously approved a plan to consolidate water and sewer services in the city. Starting July 1, 1999, services in south Laguna Beach will transfer from the South Coast Water District to the city. And on Nov. 1, 2000, the Laguna Beach County Water District will become a subsidiary of the city.
