The City Council recently endorsed, with a unanimous vote, the Tri-Cities Water District’s plan to put itself out of business. The Tri-Cities directors filed an application with the Local Agency Formation Commission last week asking to merge the agency with the Coastal Municipal Water District by the end of the year. Under the plan, the South Coast Water District would assume operation of the Tri-Cities’ water facilities.
