Valley Secession

The petitions to establish the necessity for a San Fernando Valley secession study-only nowhere contained any information on the probable multimillion-dollar costs to the taxpayers for such a study. Neither was there any light on who its major financial “angels” might be--those who might have the most to gain financially by Valley secession.
I wonder how the petitions would have fared if the operation had been entirely aboveboard?
